The Total option is available only by country. The source of this data is the public app pages in the store. Google Play provides different ratings depending on the location of a user.

Total worldwide ratings are not available on the public page in Google Play, so this option is not provided on the Rating chart.

The public ratings by countries in Google have more referential value. These ratings are getting recalculated in Google Play using an average weighted calculation. The changes in these ratings are not stored anywhere and the history is not available in the Google Play Console.
